Meet the Staff
Andrea George, Assistant Vice Chancellor of Environmental Health, Safety and Sustainability, PhD, BCEEM, CHMM, PMP
Andrea George served as Associate Director in the Vanderbilt Environmental Health and Safety department from 1997 until 2007 when she was named as the first Director of the Sustainability and Environmental Management Office. As SEMO’s Director, she is responsible for development, management, and coordination of sustainability and environmental compliance programs across the academic campus and medical center. George also plays a central role in strategic planning efforts to promote the long-term sustainability of the university. Prior to joining Vanderbilt’s Environmental Health and Safety Department in 1997, George managed radioactive waste remediation projects for Oak Ridge National Laboratory and throughout the U.S. for Bechtel National, Inc. earning the 1996 Department of Energy’s Pollution Prevention Award.
She was awarded Bachelor of Science degrees from Western Kentucky University in physics and mathematics (1992) and then earned her Master of Science Degree in environmental engineering from Vanderbilt (1994). George graduated from Vanderbilt for the second time in 2007 with a Doctor of Philosophy (Ph.D.) degree in Environmental Engineering and is a Certified Hazardous Materials Manager (CHMM) and a certified Project Management Professional (PMP). George has been elected to the steering committee of the TDEC TN Higher Education Consortium, the steering committee of the TN Climate Network, the advisory council of the Western Kentucky University Physics Department, executive board of the Campus Safety Health and Environmental Management Association (CSHEMA) and the advisory council of the Association for the Advancement of Sustainability in Higher Education (AASHE). She is also a frequent invited lecturer in Vanderbilt’s Civil and Environmental Engineering and Human and Organizational Development departments.

Cesar Castro, Sustainability Director, AICP, MFA, MUP, MDes
Cesar Castro is a dedicated urban planner, designer, and community development professional with over 12 years of experience championing sustainable and resilient solutions. Cesar recently served as the Chief Policy and Planning Officer for the State of North Carolina’s Office of Recovery and Resiliency, where he spearheaded the strategic allocation of over $2 billion in disaster recovery, resilience, and mitigation funding, with a focus on building back stronger and more equitable communities.
Cesar’s expertise encompasses urban policy, community engagement, and climate resilience planning. He is passionate about creating inclusive and sustainable environments that can withstand future challenges. His leadership in administering North Carolina’s Emergency Rental Assistance Program during the pandemic and launching a statewide unsheltered homelessness prevention program in North Carolina showcases his commitment to social and economic resilience.
Cesar’s academic background, including a Master’s in Design Studies in Risk and Resilience and a Master’s in Urban Planning from Harvard University, reflects his dedication to understanding and mitigating the impacts of climate change and other disruptions on the built environment. As a Returned Peace Corps Volunteer, certified AICP urban planner, and active member of Nashville’s Sustainability Advisory Committee, Cesar aims to further Vanderbilt University’s commitment to a more sustainable and resilient campus and future.

Chelsea Hamilton, Sustainability Program Manager, MS, LEED AP BD+C
Chelsea Hamilton joined EHSS in October 2014 as Sustainability Outreach Coordinator. Chelsea is primarily responsible for sustainability outreach, awareness and education while also collaborating with the various sustainability and recycling programs managed and supported by EHSS. Prior to coming to Vanderbilt, Chelsea promoted home energy efficiency retrofits through the Go Green program of Village Real Estate and was the Waste Management summer intern while obtaining her B.A. in Biology and Anthropology. She completed her Masters in Sustainability from Lipscomb University in 2015.
